An application for financial assistance was filed with the Ontario County Industrial Development Agency (IDA) on November 6, 2008.  As part of this application, the IDA and the Company approached the three affected tax jurisdictions--the Town of Victor, Ontario County and the Victor School District--requesting their consent to the proposed full/fixed tax payment program and the use of assistance to induce signature retail tenants to the Mall.

The IDA held a public hearing on the application on January 26, 2009 at the Victor Town Hall.
During its review of the application, each tax jurisdiction retained a consultant team to advise them.  Over the last 18 months, representatives of the Company have attended several meetings and provided considerable information to the consultant teams.  During this time, Company representatives met several times with representatives of the Victor Town Board as well as with the consultants for the Victor School District.

In addition to the IDA public hearing and as part of the review of this application, the Victor Town Board held a public workshop on the project on April 27, 2009.

As a result of the review process and discussions with the affected tax jurisdictions, the proposed project has undergone several minor changes.  The current proposed project is fully described in the information on this website.

On July 26, 2010, the IDA Board set a second public hearing on the project noted below.
